With nearly three decades of experience in civil engineering, Darin Moore, PE, has seen how Arizona’s growth reshapes not just cities, but the way engineers think. As Principal of Site Development at WOODPATEL, Darin focuses on how infrastructure, access, and planning affect how people move through and use a site.
The reimaged PV in Phoenix, reflects that approach. From the start, the team prioritized connection. Pedestrian and bicycle circulation were intentionally designed to link neighborhoods, retail, residences, and public spaces, making walking and biking a natural part of daily life. The flagship Whole Foods Market and adjacent multifamily community helped establish early momentum.

Improved access was further supported by relocating the city transit center to a centralized location next to the parking garage, simplifying wayfinding and strengthening connections across the site. That level of coordination reflects the broader WOODPATEL team’s role. Jessica helped translate design goals into practical solutions, aligning infrastructure, circulation, and site integration to support how the community functions.

For the team, the success of PV is measured in use. The Park at PV filled with yoga classes, concerts, and community events shows how thoughtful engineering supports connection and quality of life.
From reimagining access to designing spaces that invite gathering, WOODPATEL’s Site Development team helped transform the former PV Mall into a destination built for connection. The project reflects how engineering shapes not just infrastructure, but the way communities live, move, and grow.
